Royal borough of Greenwich’s
Lies, corruption & wrongdoing!
Please note, the answers given to the ‘virtual interview’ questions in this exposé/article, are (by and large) in the ‘Public Domain’. See the TRUTH’s editorial page (the link to which can be found on the main contents page) for more.
Note. Comments inside ‘[ ]’ have been added by TRUTH2020.
The following exposé has been brought to TRUTH2020’s attention by a Greenwich council tenant, one who’s name, for the purpose of this exposé, is ‘tenantX’.
The interesting point to note is, all of the evidence has been provided by tenantX and Royal borough of Greenwich, henceforth referred to as ‘RBOG’.
The exposé relates to the fact that, despite there having been not one but two gas safety checks of tenantX’s flat in 2023, one more than was legally necessary, one or more person’s working for and on behalf of RBOG not only failed to provide tenantX with the necessary Gas safety service certificates, which, according to RBOG they are legally obliged to do, but assume, because they have no record of the gas safety checks, that no gas safety check was carried out on the contested date of 16 August 2023.
According to a hand delivered letter to tenantX from RBOG: ‘We will now apply to the Magistrates court for a hearing on 14th November 2023 where we will ask for a Warrant to Force Entry to the property if necessary to carry out essential Health & Safety work’.
Note. The H&S work in question is a third gas safety check.
Not only has that date been and gone, and with no hearing forthcoming, but person’s working for and on behalf of RBOG claim they are waiting for a date of the hearing.
Note. How many people reading that smell a LIE by RBOG?
Before TRUTH2020 gets to the actual evidence, it is worth making the point that significant persons to those working for RBOG have been exposed as liars.
From the TRUTH’s editorial: Lord Jeffrey Archer was found guilty of perjury. Added to which, Tory MP Jonathan Aitken pleaded guilty to perjury and was sentenced to one year in prison.
Two of the exposes in this news magazine prove that Tony Blair lied before, during and after the 1997 general election about ‘getting tough on the cause of crime’, while he also lied to the electorate and lied to and mislead parliament over Iraq’s WOMDs (see below).
More recently, in addition to then Conservative MP Boris Johnson being accused of lying during his campaign to succeed Theresa May as PM, as PM, Boris Johnson lied to and mislead parliament over what became known as Partygate’.
In announcing the return of TRUTH2020 after a nine month absence, TRUTH2020 published the following on ‘X’ formerly known as Twitter:

The same applies to Tony Blair lying to and misleading parliament (see above).
The most damming example of ongoing Lies, corruption and wrongdoing as well as incompetence, is that of VARs and Premier league referees. Moreover, two incidents in games from the 2023/2024 season involving Liverpool FC, while Manchester United’s Harry Maguire was incorrectly ruled offside by VAR in the game played on November 4 2023.
Most notably, as reported on page 6 off the Metro, a free London newspaper, dated March 18 2024, a tribunal found that Hammersmith town hall/council officers lied in evidence.
Among the evidence provided by tenantX, are three poignant audio clips. The first of which adds to the saying ‘Never judge a book by its cover’, a saying that sits well with Bram Stoker’s character Dracula. Someone who represents all that is truly evil hidden behind the shell of a titled (Count) man.
There now follows the relevant speech, one delivered by Richard Pryor’s character from the film ‘Brewster’s millions’ to a TV camera and watching audience. As will be noted, it makes the significant point that ‘no one can buy integrity from a clothes shop’.
As Brewster undoes his bow tie, he says: ‘Normally I never wear a suit or a tie. Never. These are just things politicians use to trick you into thinking that they are respectable.’
Note. Among the words synonymous with disreputable (a synonym of disrespectable) are: dishonest, untrustworthy, seedy, dishonourable, discreditable, while liar and deceitful are synonymous with dishonest.
You get the picture!
Aside from RBOG’s only viable witness, one who would have to be intent on committing perjury as has been made clear to RBOG on numerous occasions and today, 21st March 2024 by this internet news magazine, RBOG only has its records to rely on, records that, as TRUTH2020 will prove, are less than tenable. Will not hold up as evidence in a court of law.
Additionally, there is likely to be one or more counter charges against RBOG should the case come to court. The first of which is the possibility of fraud against RBOG’s Council tax payers:
Question to RBOG: ‘How many gas safety checks in a calendar year are tenants like tenantX legally obliged to let RBOG carry out, options being 1, 2 or 3?
RBOG: ‘Just the one gas safety check per calendar year.’
How many gas safety checks did you, RBOG, confirm carrying out at tenantX’s and other council tenant’s homes in 2022?
RBOG: ‘As mentioned in an email to tenantX, two gas safety checks were carried out.
Following August 16 2023, how many additional gas safety checks to the two contested ones carried out in 2023 did RBOG attempt to carry out at tenantX’s flat?
RBOG: ‘Two, possibly three more.’
On that evidence, then, RBOG are clearly employing at least twice as many gas engineers as is necessary. In doing so, their gas engineer’s budget is inflated by at least 100%.
Keith Rossi. For the record, where does a tenant’s legal obligation to let a RBOG gas engineer carry out a gas safety check end?
Keith Rossi: ‘When the gas engineer leaves the tenant’s property having carried out a gas safety check.’
To those reading this exposé, keep that answer in mind for later.
Before TRUTH2020 gets to the next piece of evidence, evidence that will prove Keith Rossi is a liar, it’s worth mentioning the following from the TRUTH’s exposé: ‘How to spot a lie’.
Examples of a lie:
‘2 Offering up as being true & accurate, something that the person(s) so offering it up has failed to check/clarify as being TRUE and accurate! The word ‘assumption’ comes to mind (see ‘Under Siege 2’).’
Keith Rossi, in your first letter to tenantX on the matter in question, how many ways did you list they could contact you?
Keith Rossi: ‘three. Phone [two numbers mentioned], postal address and email.
What does the text of the 6th paragraph, following the heading, of your first letter read?
Keith Rossi: ‘Accept our apologies if your appliances have been serviced prior to this letter.’
Excuse me for stating the obvious, but that undeniably sounds as if you are unsure as to your claim.
Do you, Keith Rossi, read all or none of your emails? Let me stop you there, because whichever answer you give is proven to be a LIE!
TenantX sent you the following email on 21st September 2023: (Note the word ‘assumption’)
Subject: Your letter of assumption.
Contrary to your assumption, (the mother of all FU*K ups), one of your gas service employees both visited my flat at [address not published] and carried out the pre-arranged gas inspection.
It goes without saying, therefore, that the male gas inspector has demonstrated a level of incompetence by not logging the visit and successful inspection. Furthermore, while he was here, I mentioned that the person who carried out the previous inspection [spring 2023] said they would put me down for a new boiler.
Be advised, so that this level of incompetence and assumption is not repeated, anyone from royal greenwich who visits my flat in the future will have to sign and date a visitation document, stating their name and the nature of the visit.
Have a nice day!
While that and other points made in additional emails sent to RBOG may not sound like someone who is telling the truth to you, it nevertheless confirms what?
Keith Rossi: ‘That I undeniably received an email from tenantX on 21st September 2023.’
Louise Dunne. According to the evidence that TRUTH2020 has seen, you have been the main person that has communicated with tenantX by email. How many of the emails that you sent to tenantX were also CC’d (carbon copied and sent) to Keith Rossi?
Louise Dunne: ‘Two at the very least.’
Keith Rossi. Having Louise Dunne confirmed that you do, in fact, read your emails, the content of your second letter dated 25 September 2023 confirms what?
Keith Rossi: ‘Whichever answer I give to your previous question is a lie.’
Exactly. Louise Dunne confirmed the fact that you read your emails, and so you cannot answer that you do not read your emails as that would be a lie. Furthermore, what is the point of having an email account and not reading your emails.
For the record, this is the relevant text of what Keith Rossi put in his letter dated 25 September 2023:
‘You have failed to provide access to the Council’s gas contractors to carry out an inspection of gas appliances and pipework at your dwelling’. The remainder relates to the threat of legal action.
From reading your reply, you clearly did what?
Keith Rossi: ‘Treated tenantX with contempt.
Moreover, you, Keith Rossi, failed to investigate tenantX’s claim.
For the record, failing to do something is a definition of incompetence.
Louise Dunne. This from your email dated 9 October 2023 indicates what?
‘in the eyes of the law we have not fulfilled our legal obligation as your landlord, to provide a record of the gas service.’
Louise Dunne: ‘That if tenantX is telling the truth, something that forensic evidence will confirm, then RBOG has broken the law by failing in its legal obligation to provide the records of at least two gas services.
On another significant point about RBOG’s less than tenable records, it goes without saying that, anyone who religiously reads books, magazines and newspapers will have come across typos and grammatical errors, which includes punctuation. Moreover the fact that TV Choice magazine, which lists TV programmes for a 7 day period (14 around Christmas), has a tendency to indicate the incorrect BBFC for films, while more recently its summary for the film ‘Paycheck’ was false (a LIE).
Louise Dunne. How many grammatical errors were there in the email you sent to tenantX on 26 October 2023?
Louise Dunne: ‘I’m not sure.’
Should RBOG be moronic enough to go ahead with its proposed and long overdue court case into the matter, it’s within tenantX’s interest that the exact number is not revealed, while the same applies to other poignant evidence, in particular, one about competence, that TRUTH2020 has received and perused.
Before TRUTH2020 gets to the next questions, comments made in the third audio clip that tenantX sent to this news magazine are worth reading and comprehending:
From episode five of season four of ‘NYPD Blue’.
Having detectives Simone and Sipowicz met up with former detective Roberts at a café, Roberts mentions that he sent a condolence note to Andy (Sipowicz) after his son was killed, only to repeat it at the end.
As the detectives are leaving the café and out of Robert’s earshot, Andy makes the following point about not receiving the note to his partner.
‘Do you think the post office screwed up on that condolence note or is this guy full of crap?’
In the email that tenantX sent to RBOG on 15 October 2023 what did they say about not having received a gas safety certificate since March 2021?
Louise Dunne: ‘While not going to the time, effort and trouble of sending out Landlord/Home Owner Gas Safety Record's is a prudent way of saving money, no magistrate is going to rule that Council tenants should be held responsible for their landlord's incompetence and failure to, by law, issue a 'Landlord/Home Owner Gas Safety Record certificate'.’
Yet again, tenantX makes a valid point about them telling the truth.
Louise Dunne. In your, RBOG’s reply to that email you did and said what?
Louise Dunne: ‘I sent tenantX two attachments, one a copy of the March 2021 gas safety certificate that they already had and the 21 calendar month overdue certificate for Jan 2022 while I said: Please see attached copies of the previous landlords gas safety certificates. I apologise if you did not receive them, they are process in our office and sent through Royal mail unless a hand written LGSR is filled out on site where the engineer should leave a copy.’
All things considered then, as with what the Andy character mentioned in episode five of season four of ‘NYPD Blue’, RBOG was incompetent in its failed legal obligation to send out the Jan 2022 gas safety certificate in a timely manner while pointing out the fact that ‘the engineer should leave a copy’. That is ‘should’, meaning doubt.
This next revelation relates to rge services who were contracted by RBOG to carry out an ‘Electrical testing programme’ in 2023.
Despite leaving a message on rge’s answer phone with a date for their visit, rge continued to send out letters that ignored the aforementioned message. In the end, tenantX sent an email to rge, and following several email exchanges a date was not only set but the work was carried out. Confirmed by the rge workman signing tenantX’s visitation log while tenantX recently took a photo showing the checked sticker that was stuck to the surrounding area of their electrical meter. See next:

It may come as some surprise that, despite the successful check as just mentioned and irrefutably proven to have taken place, not one but two more of rge’s electrical testers visited tenantX’s flat to once again carry out yet another electrical test.
When asked why there was a third visit by someone working for and on behalf of RBOG, they being who contracted the work, the electrical tester, Bradley, phoned the office and, when asked why by tenantX, informed them that the server had lost the information and that without the information rge could not be paid for the work carried out.
Could it be that RBOG likewise lost the information relating to the outstanding issue of gas safety certificates in tenantX’s case?
The next pieces of evidence, once again provided by RBOG, will prove that two or more persons working for and on behalf of RBOG have lied to tenantX.
Kennth. On the last Thursday and Friday of June 2017 you did what in relation to tenantX?
Kenneth: ‘I carried out the necessary paperwork and issue of a key to tenantX for their being rehoused at their current address.
During the course of that process you mentioned what about the length of time they had to move their belongings from their previous address to their new one?
Kenneth: ‘TenantX had a limited amount of time to move out of their old address, after which, they could not occupy two council properties at the same time.’
Could you please read the following four communications from RBOG pertaining to outstanding council tax, and say whether they are true or LIES?
Kenneth: ‘All four of them are lies.’
The second of the three audio clips provided by tenantX comes from the film ’My Cousin Vinny’.
In the scene, Vinny, played by Joe Pesci, has just returned to the hotel room he shares with his girlfriend played by Marisa Tomei. In his arms he has a box of files provided to him by the prosecution. A short while latter the following conversation takes place: (Actor names used.)
Marisa: ‘Do you wonder why he gave you his files?’
Joe: ‘I told you why already.’
Marisa: ‘He has to by law. You’re entitled. It’s called disclosure you dickhead. He has to show you everything otherwise it could be a mistrial.’
Louise Dunne. What did tenantX request that RBOG ‘disclose’ in their email that RBOG’s gas section received on 26 October 2023?
Louise Dunne: ‘Your legal obligation as the prosecution is to provide me with the true and accurate name of the person who visited my home on 16th September 2023 and to whom you falsely allege I denied access to my home.
You are also requested to provide me with the detailed process for: organising a gas safety check, issuing a letter for the appointment date of a gas safety check, assigning said gas safety check to an individual, verification of the outcome of the visit; whether/if the check was carried out or not, if successful, how is it recorded? When, and or how is the appropriate Gas Safety Record certificate provided to the tenant?’
Okay, so while the date was incorrect by one month, August and not September, has RBOG disclosed the requested information?
Louise Dunne: ‘On the basis that there is a court hearing pending, RBOG has failed, in law, to disclose the requested information.’
It is worth mentioning the fact that on 17 November 2023 tenantX addressed the following email to ‘all those who work for and on behalf of Royal borough of Greenwich, irrespective of who you are, which department you work for and where you specifically work.’
Not only did the email request that they, RBOG, disclose the aforementioned information, but that tenantX corrected their typo in requesting ‘to provide me with the true and accurate name of the person who visited my home on 16th August 2023’. Finally adding:
‘Failure to disclose and send me the requested information by email by Friday 24th November 2023 and I will:
1 Obtain a court order compelling you to disclose the requested information.
2 Site you with Obstruction of justice and possibly contempt of court.
As TRUTH2020 understands it, there has to be a pending court case in order to obtain a court order, otherwise it’s a case of seeking the information under the ‘Freedom of information act’.
The purpose of the information, as should be clear, is to establish where the incompetence in RBOG’s process in carrying out a gas safety check to its conclusion, for an including the issue of gas safety certificates, occurred.
More recently, and with Louise Dunne yet again claiming that RBOG are still awaiting a date for the hearing, one that, as mentioned above, in the letter from Keith Rossi would be held on 14th November 2023, tenantX sent the following email to Bromley magistrates court on 28 February 2024:
Subject: Proposed listing for Bromley & or Woolwich magistrate court(s)
Dear south London justice.
Could you please let me know if Royal borough of Greenwich has applied to Bromley and or Woolwich magistrates court for a hearing about a warrant for a force entry of [tenantX's address]?
Many thanks
[Name].
The occupant of said property.
Despite the assurance from South London MC’s email reply dated 28 February 2024 that ‘We aim to reply to your email within 5 – 7 working days. ’, the fact that South London MC have still not confirmed whether there is a listing or not, suggests that RBOG’s Louise Dunne has either lied about there being a pending hearing or she is unknowingly repeating the lie(s) of one or more persons working for and on behalf of RBOG.
Corruption! The point about RBOG’s corruption is best summed up by the purpose and, with it, effect of this 70+ year old quotation as mentioned in this magazine’s editorial:

In effect, should there actually be a magistrate’s court hearing, it will be RBOG’s aim to ‘CORRUPT’ the justice or justices into believing their, RBOG’s, lies and less than tenable records etc.
Additionally, there is the fact that any application by RBOG’s prosecution to a court for a hearing on the matter contained in this exposé would be false and misleading, something that has been proven by TRUTH2020 to be synonymous with corrupt! Which is synonymous with unimpartial.
Finally, anyone reading the following two points from emails sent by tenantX to RBOG should be of the mind that, not only does tenantX take their gas safety check seriously but that RBOG’s lies and incompetence in the simple admin task of processing outstanding gas safety certificates justifies the fact that RBOG have betrayed any trust that tenantX has in them.
Email sent 13 October 2023: Okay, so let's say I let someone check it again and for a third time, and the same thing happens again.? Then what?
How incompetent are your staff?
As it stands, they are incapable of the admin task, which calls into question their capability to carry out a gas safety check.
Note to potential magistrate(s) included at the end of tenantX’s Court Hearing Form attached to email sent to RBOG on 26 October 2023:
Finally, owing to Royal borough of Greenwich’s incompetence to uphold their legal obligation to provide me with the necessary ‘Gas safety record certificates’ for 2022 and 2023, I will also call upon the court to instruct Royal borough of Greenwich to pay for what amounts to a third gas safety check of my home this calendar year, and by an independent Gas safety check provider, the previous one being: ‘K&T Heating Services Ltd’
Address: Crossways Point 15, Victory Way, Dartford.
In conclusion. Having read the content of the Court Hearing Form, in particular, that last part, RBOG may have wisely decided not to pursue their corrupt case against tenantX, meaning, therefore, that they, RBOG, have since and continue to do so, harass, bordering on terrorise, tenantX with their claim of awaiting a date for the court hearing.
Should such a hearing actually take place, it will be interesting to find out the exact date that RBOG applied to the court.
